Talgat Khudaybergenov is a highly driven expert in project management, project financing, sovereign borrowing, and petroleum engineering, with nearly a decade of professional experience across the public and private sectors. Talgat plays a key role in project design and coordination with government institutions to ensure effective implementation and financial sustainability. Talgat held senior positions in the Ministry of Economy and Finance of Uzbekistan, where he led divisions responsible for sovereign borrowing, PPPs, and state guarantees. He managed collaboration with international financial institutions (IFIs), structured large-scale infrastructure projects, and participated in loan negotiations for energy and infrastructure public investment programs. Talgat’s extensive experience in organizing financing of infrastructure projects, collaboration with IFIs and PPP projects will enhance Finasia Capital’s capacity in delivering full scale financial advisory services. Talgat holds dual Master’s degrees in Economics from Kazan Federal University (Russian Federation) and Petroleum Engineering from Tashkent State Technical University (Uzbekistan).
