Odilbek serves as the CEO and Managing Director at Finasia Capital Ltd, UK, leading corporate finance advisory firm focused on Uzbekistan and frontier markets. In his previous role as Deputy Minister of Finance in Uzbekistan from March 2019 to February 2023, he spearheaded the management of several key financial departments, initiated legal reforms, supported market liberalization, and attracted substantial financing for various projects, including the issuance of USD 2.6 billion Eurobonds. Odilbek played an instrumental role in pioneering the first-ever UZS 2.5 trillion SDG bond issuance in the CEEMEA region in 2021 and significantly expanded the local government bond market. With earlier experience at HSBC Bank plc, London, in Debt Capital Markets, Odilbek advised governments and corporates across the CEEMEA region, successfully executing deals raising over USD 115 billion. He holds a Chartered Financial Analyst (CFA) designation and has completed an MSc in Finance at the University of Strathclyde, a BA (Hons) in Business Economics at Manchester Metropolitan University, and a Bachelor's degree in International Economic Relations at UWED, Uzbekistan.
